Climate Talks End With Meager Promises

International climate talks in Italy ended with few promises to cope with global warming. China and other developing countries continue to say they will not commit to stemming the flow of carbon dioxide from their smokestacks.

These countries are first demanding dramatic action from the fully industrialized world.
