Francisco Ruiz, who runs a program for non-English speakers at The English High School in Boston, refuses to give up on his students even though the dropout rate is 50 percent.

Ruiz says that's because the students don't feel like they fit in. But he tells them: "You are privileged."

The Supreme Court last week ruled that Arizona has not violated federal laws that require schools to help students who do not speak, read or write English.

The decision raises a bigger question about why these students have been so poorly served to begin with.
