Why Can't Democrats Run The Senate with 59 Votes?

Analysis: The Democrats' 60-vote majority, one could argue, was a dangerous thing — in exchange for providing that last vote needed to block a filibuster, any single senator could demand deal sweeteners.

Now the Democrats face two choices: Convert at least one Republican per issue, or force the GOP to filibuster for real.
